Niagara City employee J.J. Coppens sets up the voter booths at Niagara City Hall Monday in preparation for today's primary election. In Niagara, five candidates are seeking three seats on Niagara City Council. Niagara voters will select the new Miss Niagara. Polls are open from 7 a.m. until 8 p.m. Wisconsin election officials were predicting 35 percent of the 4.3 million people of voting age will turn out statewide.
