Township approves health insurance, salary schedules

Breitung employees may opt out

QUINNESEC - The Breitung Township Board of Trustees on Wednesday made changes to employee health care and pension plans.

Superintendent Joe Rogina said the recommended policy allows an employee to opt-out or decline the township provided health care coverage if the employee is covered under a comparable policy elsewhere.

It also provides a monthly payment in the amount of $400 to an employee who chooses this option.

The township has Blue Cross coverage, and employees who opt out will receive a cash payment on a monthly basis.

Trustee John Gaudette said a $300 incentive was plenty for adequate insurance. He added there is a cost-savings for the township if someone chooses to opt-out of the township's health insurance.

In a 3-2 vote, the $400 option was approved. Voting against the motion were trustees Gaudette and Russ Garrett.

Also discussed at the meeting was the clerk's pension.

A letter to all board members from Clerk Samantha Coron dated Sept. 27 asked the board to consider raising her 2013 pension contribution to $2,400 per year, as she had been at $2,100 per year for quite some time. Coron is starting her 13th year of service with the township.

A tool used in the board's consideration included $1,500 for one to four years of service, $2,100 for five to nine years of service, $2,400 for 10 to 14 years of service, $2,700 for 15 to 19 years of service, and $3,000 for 20 plus years of service.

Supervisor Denny Olson asked if elected officials should get $2,400 in pension for 10 to 14 years of service. He added there is a fine line between elected, salary and hourly employees.

Gaudette said the Michigan Township Association's recommendation is elected officials shouldn't be on scale like this.

Coron said longevity should count for something.

In a 4-1 vote, the board approved the 10 to 14 years of service at $2,400 a year. Gaudette voted no.

Mary Beth Dixon and Ben Peterson were absent from the meeting.

In other action, the board:

- Approved 2013 salary schedules for appointed and elected officials. Elected officials: supervisor, $9,200 a year plus $100 a month for transportation; clerk and treasurer, $40,500 a year plus pension, health and life insurance; and trustees, $60 per month plus $45 per board meeting and $35 per committee meeting. Appointed officials: Superintendent/assistant assessor, $75,000 a year; Department of Public Works director, $60,100 per year; code enforcement officer, $20 per hour; deputy clerk and treasurer, $16.28 per hour, plus half day holiday pay; fire chief, $675 per month plus mileage; station chief, $100 per month; board of review members, $75 per diem.

- Approved 2013 wage schedules for DPW and clerical employees. The hourly pay for DPW Level I is $19.44; DPW employee level II is $19.79; clerical employee Level I is $16.28, and clerical employee Level II is $16.70.

- Approved the supervisor's recommendation for appointments to several committees: Robert Ramels and Gary Sparpana to planning commission; Robin Bertsch, Aaron Rochon and Jack Peterson to the zoning board of appeals; trustees Mary Beth Dixon and Russ Garrett to the planning commission; and Trustee John Gaudette to the water and sewer board.

- Approved the 2013 meeting schedule. The board of trustees will meet at 7 p.m. on the second and fourth Mondays of the month; the planning commission will meet on the second Thursday of each month; and the water and sewer board will meet on the first Thursday of each month at the township hall, 3851 Menominee St., Quinnesec.

- Appointed new Trustee Ben Peterson to the recreation committee.

- Approved amending a prior motion for the MTA's Annual Education Conference and Expo at the Detroit Marriott Renaissance Center to include Jan. 21 and Jan. 25 with mileage, motel, meals, registration and per diem for trustees.

- Approved a resolution adjusting revenue and expenditure amendments to the 2012 year-end budget.

- Adopted a resolution to the zoning ordinance that pertains to the issue of medical marijuana. One comment was received at the Dec. 13 planning commission's public hearing.

- Approved a resolution to adopt the township's master plan. A draft copy was approved on Sept. 10, and the planning commission approved the final copy on Dec. 13.
