Proposal would add Midtown Mall to Iron Mountain’s DDA

IRON MOUNTAIN — The Midtown Mall would again become part of Iron Mountain’s Downtown Development Authority under a proposal before the city council.

The mall was in the original DDA boundary but was removed in 2011, according to City Manager Jordan Stanchina.

Mayor Dale Alessandrini on Monday said he’s disappointed in a lack of activities and promotions at the mall, which was removed from the DDA by request.

“There are things they promised us that they never fulfilled,” Alessandrini said. “They didn’t uphold their end of the bargain. They should pay their fair share.”

Properties within the DDA pay an additional tax to help organize downtown events, attract new business and advance beautification and historic preservation. The current DDA levy is 2 mills, or $2 per $1,000 of taxable value.

Midtown Mall, owned by Osborne Properties Limited Partnership, has a taxable value of $2.87 million. A DDA levy, then, would generate about $5,740 annually under the current assessment.

Total revenues from the 2-mill DDA levy are budgeted at $62,574 in this year’s city budget.

An expansion of the DDA boundary first requires council approval of a resolution of intent. On Monday, after hearing from Alessandrini and holding little discussion, the council voted unanimously to prepare a resolution. Council members Kyle Blomquist and Mark Wickman were absent.

The resolution, if approved, will establish the proposed new boundary and set a date for a public hearing. About 450 to 500 letters will need to be sent to inform all property owners within the DDA of the hearing, Stanchina said.

If the resolution goes forward, the council would have to wait at least 60 days to introduce an ordinance to adopt a boundary change, he noted.

In addition to Super One Foods, the Midtown Mall directory lists 10 businesses along with a Michigan Secretary of State office and a U.S. Armed Forces recruitment center.

The DDA boundary now follows the corridors of Carpenter, River and Stephenson avenues, north from Woodward Avenue just past Brown Street on Carpenter, and north from H Street to Chapin Pit on Stephenson but excluding the mall.
