Contractor works to locate IM’s lead water service lines

IRON MOUNTAIN — By the end of summer, Iron Mountain officials hope to identify the vast majority of lead service lines in the city’s water system.

The number of lines needing replacement was first estimated at 1,800, but findings so far suggest it could be less. A study underway by MEC Underground Solutions of Fairgrove should give the city a firm number to work with as it moves to replace all lead lines by a 2040 state deadline.

MEC was awarded a $468,515 contract in December to conduct field verification for at least 785 service lines. The work, scheduled for completion by mid-September, is funded entirely by a grant awarded through the Michigan Department of Environment, Great Lakes, and Energy.

On Monday, the city council approved a contract change that will allow MEC to exclude lines found in asphalt or concrete. This will allow an additional 220 lines to be identified and should put the city close to having no more unknown lead lines, City Manager Jordan Stanchina said.

The lines found under asphalt or concrete — mainly in driveways — are fairly minimal and can be addressed later, he said.

The work by MEC involves hydroexcavation, a method that uses high-pressure water to break up soil and a vacuum to remove the debris.

In other action, the Iron Mountain council:

— Will schedule a public hearing to amend its purchasing ordinance. Purchases of more than $20,000 now require sealed competitive bids, which Stanchina says hinders the city’s ability to buy vehicles and equipment, especially when dealing with used items. The proposed new limit of $100,000 would give the council more flexibility in purchasing machinery and equipment. Pre-authorization from the council is required for purchases and sealed bids would still be needed unless the council waives the requirement.

— Approved a road closure request from the Dickinson County Veteran Service Office for the Monday, May 26, Memorial Day parade. Stephenson Avenue will be closed from East Ludington Street to East D Street in front of the courthouse. Staging will be on East Ludington Street at 8:15 a.m. and the parade will step off at 8:45 a.m. There will be a program in front of the courthouse until about 10 a.m.

— Approved the removal of “no parking” signs on a section of Stockbridge Avenue between West B and West C streets. Director of Police and Fire Services Jeff Solka requested the change, as the signs don’t seem to be needed and they force some residents to park in their yards during times when the ground is soft during spring and fall.
