Never seems to improve

From Mary Fleming, Iron Mountain:
I love the U.P., but I guess not everyone “loves where they live.” It’s disheartening to witness the never-ending dumping of trash along roadsides ruining the natural habitat.
In this case, tires along with lots of other trash were dumped in a wetlands area where migrating sandhill cranes and blue herons are nesting.
Why is this such a problem that never seems to improve?
What will it take for uncaring ignorant people to do the right thing?
