Norway adds late paving projects

NORWAY — The Norway City Council has approved two late-season road paving projects totaling $100,000 to take advantage of the “extremely attractive” asphalt price offered by Bacco Construction, which already is in the area working on the city’s ongoing water and sewer upgrade project.

Council members agreed Monday to pay $75,000 to pave Strawberry Lake Road from Main Street to just east of the baseball field, and $25,000 to repave Scenic Drive from U.S. 2 to Valley View Drive.

Strawberry Lake Road was listed as a high priority because it will complement next year’s grant-funded improvements at the park that include paved parking lots, City Manager Ray Anderson said.

The road is now gravel and creates a lot of dust in the park area, he added.

The council previously approved extra road work on certain streets adjacent to the water and sewer project area. These include Second Avenue from Iron to Section streets, Third Avenue from Main to Section streets, Fifth Avenue from Main to Section streets, Sixth Avenue from Main to Section streets, Eighth Avenue from Section to Maple streets, and the west and east ends of Seventh Avenue.

Anderson advised against paving any other streets close to the project area, as they have old utility lines that may need replacement at any time.

In other business, the council:

— Postponed choosing a company to replace all six turbine runners at the Sturgeon Falls Hydroelectric Facility.

Norcan of Canada, Canyon of Deming, Wash., and Litostroj of Slovenia have submitted proposals for the project, but their engineering designs are different. The council decided to have a third party, SimuTech, review the proposals and report back before the council meets with company representatives.

Work on the project is scheduled to start next summer. Funding will come from money budgeted in the electric fund, insurance reimbursements, and bonds. If all goes according to plan, customer electric rates shouldn’t see an increase, Anderson said.

— Approved the monthly pay requests for the city’s ongoing water and sewer upgrade project: $381,401 for the water portion, $352,018 for the sewer portion, $439,610 for the wastewater treatment plant and $12,584 for extra street paving work adjacent to the project area.

— Agreed to pay $34,232 to Olson Trailer & Body of Green Bay, Wis., to provide the equipment needed to create a dump truck out of an old fire department truck chassis.

— Transferred $34,651 of unused funds from the Marion Park tennis court project, with $34,065 going to the electric fund and $586 going to the parks and recreation fund.
