Norway council sets projects for hydroelectric facility

NORWAY — The Norway City Council on Monday approved two projects required by the city’s Federal Energy Regulatory Commission license to operate the Sturgeon Falls Hydroelectric Facility.

The first is a water quality monitoring project in which water temperature and dissolved oxygen will be measured at the Menominee River near the U.S. 8 bridge, the Sturgeon River at the U.S. 2 bridge and at the hydroelectric facility’s tailrace — the channel below the dam that carries water away after use.

Sediment samples also will be analyzed for possible oil, grease, cadmium, copper and mercury, among other things. Tissue samples collected from 10 predator fish and 10 bottom-feeder fish will also be tested for mercury.

The Dickinson County Conservation District will do the project for $6,500, with work to start immediately. The council also approved $1,200 to buy an additional data logger for the work.

The second project will have the DCCD perform Eurasian watermilfoil monitoring on the Sturgeon and Menominee rivers in July and August at a $5,000 cost. The plan calls for a 5-mile boat survey of river influenced by the dam that would confirm the presence and density of the invasive species.

In other business, the council:

— Contracted Norway architectural and engineering firm Mead and Hunt Inc. for technical assistance on FERC compliance documents, at a cost not to exceed $23,500.

— Hired Energis High Voltage Resources Inc. of Ashwaubenon, Wis., to perform maintenance and testing on transformers, breakers, relays and batteries in the Sturgeon Falls Hydro Sub Station at a cost not to exceed $7,783.

–Authorized $37,392.50 for the city electric department to purchase the equipment and materials to rebuild the electric distribution system at the end of District 5 Road in Norway.

— Approved a contract with the Michigan Department of Transportation that will allow the city to receive federal and state funding for resurfacing work along Pine Creek Road, starting at 15th Avenue.
