Man in Aug. 8 Niagara standoff in court

MARINETTE, Wis. — A man who eluded capture after barricading himself in a Niagara residence Aug. 8 now faces four felony counts, including child enticement and having child pornography.
Joshua Otto, 43, appeared Tuesday in Marinette County Circuit Court via video with attorney Jon Spansail on charges of possession of child pornography and child enticement-expose genitals/pubic area/intimate parts, both Class D felonies; possession of THC-second or more offense, a Class I felony; bail jumping, a Class H felony; and resisting or obstructing an officer, a Class A misdemeanor.
Bond was set at $15,000 cash. Otto’s initial appearance was adjourned to Sept. 6, according to online court information.
According to the criminal complaint, Niagara Police seized Otto’s cellphone May 20 under a search warrant, then later obtained the cellphone of a teen female he had been contacting.
Working with the Marinette County Sheriff’s Office and the Wisconsin Division of Criminal Investigation, law enforcement was able to find a video of a female — who Otto knew to be underage at the time — engaging in sexually explicit activity, along with texts he sent encouraging that female to expose herself, the complaint states.
About 4:40 p.m. Aug. 8, an off-duty Niagara Police officer noticed a man crouched near the rear of a van parked at Otto’s residence at 1856 River St. in Niagara that he identified as Otto. When a Marinette County sheriff’s deputy approached, Otto fled into the house. An hours-long standoff — during which traffic had to be routed around Niagara — ended with Otto’s daughter coming out to say he no longer was inside, the complaint states.
Two days later, acting on a tip, a different Niagara Police officer was able to find Otto at an unoccupied cabin on Don Chapman Road about 2 p.m. Aug. 10 and arrest him without incident, according to the complaint.
