ESCANABA — Bay College has appointed Joe Racicot as the new full-time faculty member and program lead for its criminal justice program, beginning mid-August.

Racicot brings nearly three decades of distinguished service with the Michigan State Police, where he served as a trooper, sergeant and detective sergeant.

After attending Bay College, Racicot continued his education at Lake Superior State University, earning a bachelor’s degree in criminal justice.

Throughout his 28-year career with MSP, Racicot has been deeply involved in training and education. He has developed, delivered and assessed curriculum for recruits and active troopers in areas such as small squad tactics, first aid and physical training. His practical expertise ensures that students in the program receive hands-on, relevant instruction aligned with the demands of today’s law enforcement and public safety professions.

Racicot is also known for his collaborative work beyond traditional law enforcement. Notably, he partnered with Northern Michigan University’s Cold Case Program to help solve a 39-year-old case involving sexual assault and kidnapping.

“Joe’s student-centered approach emphasizes teamwork, communication, and critical thinking–skills essential for success in criminal justice careers,” said Jessica Van Slooten, dean of Arts, Sciences, and Teaching and Learning. “His passion for mentorship and instruction will have a lasting impact on our students.”

In addition to his professional accomplishments, Racicot has longstanding ties to the community, having served as a youth and high school wrestling coach and as a youth and assistant high school football coach for Bark River-Harris Schools.

Bay College’s criminal justice program prepares students for a wide range of careers in law enforcement, corrections and public safety. With experienced faculty like Racicot and strong connections to regional agencies, students gain the knowledge, skills, and real-world insight needed to excel in this high-demand field.

“I am very honored to have been chosen to fill this position at Bay De Noc Community College. Sue Sundstrom-Young has done an amazing job developing this program and has set a great standard for me. I am also very excited to bring my wide range of law enforcement and instructing experience to Bay and apply it to the criminal justice curriculum,” Racicot said.
