Kingsford approves new zone to incentivize more rental housing

KINGSFORD -- A new housing district approved in Kingsford offers a temporary tax abatement tied to new investment or rehabilitation of rental properties.

The Kingsford City Council had a public hearing Monday and approved the establishment of the Residential Block Re-Development Attainable Housing Facilities Act Program Zone.

The designation allows local municipalities to provide tax incentives to owners of rental housing property of not more than four units to enable renovation and expansion of aging facilities, thereby creating improved living spaces for renters.

The district consists of the neighborhood south of Breitung Avenue and east of Balsam Street, and a section of Kingsford Heights east of Marquette and Dickinson boulevards.

The program is designed to help develop small apartment complexes, according to City Manager Mike Stelmaszek.

Property owners file applications with the city and the application must also be approved by the Michigan Tax Commission.

As part of the requirements, the housing unit must be rented or leased to an income-qualified household, with an adjusted household income is 120% or less of the county-wide area median income and the rent/lease amount can’t be more than 30% of the income-qualified household's modified household income as determined by the local governmental unit.

In other business, the council:

-- Approved a $16,700 bid from Jacobson Heating & Air Conditioning in Kingsford for a new boiler for the Public Safety building. Another bid was received from Universal Plumbing-Heating & Air Conditioning in| Kingsford for $20,400.

-- Approved the final application for payment from Wickwire Engineering of Iron River for a payment and change order for a sanitary sewer extension program on Roseland and Doraland streets. The final payment was for $49,305 for the completion of the alternative addition and release of retainer. The project was $4,777.50 under budget for the base bid and alternative addition.

-- Approved pay requests for $540,242 and $552,566 for water and sewer project No. 2 and a change order in the amount of $59,400 and pay request for $399,139 for water and sewer project No. 3. Payne and Dolan of Gladstone is the contractor.

-- Learned that a 2023 Chevrolet Silverado police vehicle from Berger Chevrolet of Grand Rapids will replace a Dodge Durango that was damaged in an accident.

-- Named council member Daniel Freeman as a delegate to the Michigan Municipal League’s annual meeting and Stelmaszek as the alternate.
