Tax rate for North Dickinson schools to stay the same

FELCH TOWNSHIP — North Dickinson County School District has a proposed 2020-21 budget that for now will keep the share paid for school costs unchanged, school officials said.

The North Dickinson County School Board will have a special meeting at 7 p.m. June 29 to finalize figures for the fiscal 2020 budget and transition into the next year.

The proposed fiscal year 2021 budget lists total revenues at $2,543,491, down 2.8% or $73,112 from the current year’s $2,616,603; and expenditures at $2,645,293, up 0.2% or $4,692 from $2,640,601 in fiscal year 2020.

While that’s a shortfall of $101,802, the district has a healthy enough fund balance for now — projected at $360,626 when the current budget closes out this month — to make up the difference, said Michael Roell, finance/athletic director.

The rate for the school district’s portion of the tax bills will be 18 mills, or $18 per $1,000 of taxable property values, for operating costs; plus 1.9645 mills, or $1.96 per $1,000 in taxable property value, for the sinking fund, used for building.

These are the same rates as the current year, Roell said.

This budget, however, is based on the district receiving $7,611 in state aid for each of the projected 250 students. If the rumors become true and that aid shrinks by, say, $500 per student, the district likely will have to make substantial cuts to avoid draining the fund balance they worked for years to build, Roell said.

“Nobody knows at this point,” Roell said of state aid. “Even the state superintendent doesn’t know.”

In other business, the board:

— Announced that with some relaxing of state restrictions on gatherings, the district will have its graduation ceremonies at 8 p.m. June 26 on the baseball field behind the Felch Township Community Center in Felch. The senior class purchased a larger screen that will allow for a slide show, with fireworks to follow the ceremonies.

— Gave tacit approval to members of the senior class receiving a share of $18,395 left after a number of class activities, such as a trip to Minnesota, were canceled due to the COVID-19 pandemic. The seniors will be repaid based on how many years they contributed to the fund. Some of the money also will go toward graduation and a prom if one can be scheduled this summer.

— Heard the cost for roof repairs, including removing and replacing the membrane, will be about $400,000 to $450,000.
