Norway council selects new member

NORWAY — Ricarda Steigerwald has been selected to fill Scott Popp’s Norway City Council seat after his resignation in September.

Popp, a council member for nine years and the current mayor pro tem, cited a career change, demands of being a football coach and a desire to spend more time with family as reasons for stepping down at the Sept. 6 council meeting.

Steigerwald will serve the remainder of Popp’s term through November 2025.

The council had 30 days to fill the vacancy. Three had applied — Steigerwald, Louis “Corky” DeRoeck and Eric Wickman.

It was determined early on that Wickman was about three months shy of the two-year residency requirement.

Both Steigerwald and DeRoeck cited their experience in running a business and their extensive community service. DeRoeck was publisher and advertising manager of The Daily News before retiring in April 2023. Steigerwald is self-employed at Just2Technical and has previous experience in the IT field with two Fortune 500 companies.

Council member Jeff Muraro said having such great applicants made the decision difficult, but he motioned to have Steigerwald fill the seat, encouraging the others to make their case to voters in 2025.

Council member Rico Meneghini said the diversity of having two female council members was positive. Mayor Candy Brew said other than herself only two other women have ever served on the council.

Meneghini added, “I have been a big proponent of finding people to add and improve the culture. I look forward to helping Ricki be that, plus adding all the unique experiences you have had in your life.”

Steigerwald is a naturalized citizen who was born in Germany and immigrated to the United States at age 5 when Volkswagen brought her father to work in a new factory in Pennsylvania. She is married to Norway-Vulcan Area Schools Superintendent Louis Steigerwald and has lived in Norway since 2011.

The council will select a new mayor pro tem at a later date.

In other business, the council —

— Approved Pomp’s Tire Service’s bid of $5,192.38 to replace 10 tires on fire tanker truck 926. Pomp’s Tire Service had a bid considerably lower than BB Wheels at $8,117.70 and Speedy Tire’s $7,895.44 because they can offer government pricing. Pomp’s bid also included mounting, while the other bids did not. The city has $5,500 in the budget for the tires.

— Authorized the fire department’s one-year subscription to IamResponding, a communication system that is being tried out by several law enforcement and emergency services throughout Dickinson County. The subscription costs $860 and the county will reimburse the city for the first year.
