Kingsford gets bids for engineering water main project
KINGSFORD — The city received two engineering proposals for the Kingsford Heights water main project.
City Manager Anthony Edlebeck told the city council Monday the project will include replacing water main and water services along with street reconstruction along Wilson, Harrison and Cleveland avenues; Saratoga Street; Bell Court; and Rexford Street. In all, about 6,750 lineal feet of water main and 135 service connections are to be replaced.
The bid from GEI Consultants of Iron Mountain totals $179,814, with $31,472 for preliminary engineering design, $30,088 for final engineering design, $6,914 for bidding and construction services and $111,340 for engineering.
Coleman Engineering of Iron Mountain’s bid includes $220,070 for design costs and $198,720 for construction, for a total of $418,790.
Edlebeck said he will review the bids and make a recommendation.
The project will need to be designed, with the engineer assisting the city in applying for a loan through the Michigan Drinking Water Revolving Loan Fund, he said. Work is not expected to begin this construction season.
In other business, the council:
— Rejected a $29,150 bid from U.P. Engineering and Architecture of Iron Mountain for design and construction services for ADA improvements to the Public Safety Building, including a handicapped-accessible bathroom and entrance. Only one bid meant they had nothing to compare it to, Edlebeck said. Instead they will seek proposals for a design building approach, using licensed local contractors.
— Received three bids for water system repair and maintenance parts for the water department: Ferguson Plumbing in Escanaba for $19,629, Core & Main for $18,454 and Aetna Supply for $26,520. Edlebeck recommended they go with the lowest bid that met all the specifications.
— Learned the city received a better rating from Insurance Services Office Public Protection Classification after the company’s 2019 evaluation of the city’s fire suppression delivery system. Edlebeck said the city went from the 2015 classification of 06/6x to a 2020 classification of 05/5x. The company’s process involves evaluating the public safety department fire operations, equipment and the city’s water system. ISO’s Public Protection Classification Program plays a role in the underwriting process at insurance companies.
— Gave preliminary approval on a request from Zero Gravity Outreach to use Lodal Park on Aug. 9. They will supply their own security and fencing. It was contingent on them suppling proper insurance.
— Approved a request by Public Works Director Jeff DeMuri to put out bids for a one-way snow plow for truck 82.
— Authorized DeMuri to attend a construction site storm water operator certification class March 12 in Marquette.
— Approved a request for two water department staff members to attend the Michigan U.P. Waterworks Conference April 14-15 at the Island Resort and Casino.
— Approved a home occupation application from Amy Carpenter to operate a hair salon at 1853 Long Ave.
— Appointed Floyd Lindholm to the planning commission.
