Some county employees to get pay upgrades

IRON MOUNTAIN — Five employees in the Dickinson County clerk-register of deeds office will receive upgrades in their classifications after a compensation review by MGT Consulting Group of Bay City.

The independent review was similar to one MGT conducted in 2020 for several court positions. Under a county policy, requests for such reviews are made by the department head, authorized by the county board and then submitted to a third party such as MGT to recommend a new classification.

The county board approved the reclassifications Monday.

The board also accepted a request from Treasurer Lorna Carey to review her department.

The new starting wage rates for the clerk’s office positions are:

— Chief deputy clerk, $19.592 per hour, an increase of $1.305 per hour.

— Chief deputy register of deeds, $19.562, an increase of $2.188.

— Circuit court clerk, $17.974, an increase of $1.322.

— Deputy clerk, $16.936, an increase of $0.564.

— Deputy register of deeds, $16.936, an increase of $0.564.

The board also approved on-call pay of $8 per day for the courthouse, grounds and park supervisor and the full-time employees in that department. The anticipated annual cost for all department employees when required to be on call is $2,920.

In other action, the board:

— Approved a job description and hourly wage rate of $13.50 for the new position of park office/store manager at Lake Antoine Park.

— Received the 2021 equalization report from Matt Baumgartner, equalization director. The county’s total equalized valuation is $1.079 billion, an increase of $29.36 million, or 2.8%.

— Adopted a resolution in support of state legislation that would enact four-year terms for county commissioners, rather than the current two years. Chairman Henry Wender voted no.

— Citing a Michigan Association of Counties study that identifies a $411,914 cumulative shortfall in state revenue sharing payments to Dickinson County since 2013, called upon the state to fulfill its statutory obligations for all 60 counties that received less than their required amounts.

— Authorized an independent cyber assessment by CyberForce not to exceed $10,000. CyberForce is a sanctioned MiDeals cybersecurity vendor.

— Accepted a $5,000 service contract with Colligo GIS/Coleman Engineering of Iron Mountain to coordinate a county-wide Geographic Information System map. The contract also includes data and web maintenance through 2024 for a lump sum of $3,600.

— Approved purchasing a replacement door and electronic security hardware for the courthouse employee exit door from LaForce of Green Bay, Wis., for $3,625, and a quote from MBM Construction of Kingsford for new blocking, framing and installation for $6,889.

— Agreed to compensate the Dickinson County Fair Board $10,850 to cover the cost of renting a fairgrounds building in Norway for COVID-19 vaccine clinics administered by the Dickinson-Iron District Health Department from Jan. 14 through April 30.

— Approved $3,591 for the courthouse and correctional center elevator annual maintenance service contract with Otis Elevator of Escanaba.

— Appointed Commissioner Ann Martin as the county’s representative on the NorthCare Network Substance Use Disorder Policy Board. The board advocates in the planning, development and provision of substance abuse services for the 15 counties in the U.P.

— Renewed for five years a memorandum of understanding between the county and the Wild Rivers Invasive Species Coalition. The coalition, which applies for grants for invasive species management and education across a five-county service area, currently has 74 partners, said Lindsay Peterson, WRISC coordinator.

— Adopted policies and procedures for federal awards administration to ensure compliance with the provisions of federal and state regulations and grant agreements.
